Purpose & Background

The main intent of this course is to assist practitioners in development, maintenance, and operation of spatial databases within infrastructure management applications. Spatial databases are the brain of spatial information systems used to manage infrastructure asset data for private and public agencies, such as municipal utility agencies, state transportation departments, or regional telecommunication companies. The structure and use of asset management spatial databases and processes should be planned in advance because they are an integral part of the development of Asset Management GIS platforms. This course is divided into three key chapters. In the first chapter, the course will cover key elements needed for the development of spatial databases. Through the second chapter, practitioners will learn effective methods used to maintain asset management databases used for spatial analysis. And in the last chapter, concepts will be covered in the management required to operate spatial databases successfully within asset management applications.

Learning Outcomes

Upon completion of this course, you will be able to:

  • Based on a specific asset management GIS application, develop a framework for calculating the return on investment for the new platform.
  • Using a return on investment (ROI) framework, calculate the ROI for a specific GIS asset management application.
  • Identify two industry practices for the development of sustainable enterprise information portals.
  • Create a GIS development plan that uses at least 3 of the 7 success strategies outlined by the National Council of Highway Research Program for implementing GIS tools in asset management.
  • Based in a motivation factor, develop an action plan for implementing a GIS application within an asset management agency.
  • Based on an asset management action category, determine at least one performance measurement to be used to evaluate a new GIS application.
  • Describe at least two differences between internal and external programmatic risks within asset management agencies.
  • Use at least three strategies for promoting sustainable enterprise information portals.

Assessment of Learning Outcomes:

Learning outcomes are assessed through multiple tests, interactive knowledge checks, and case studies, as well as weekly reflection exercises.
